The People’s Law Enforcement Board (PLEB) was just reconstituted through a resolution approved by the City Peace and Order Council (CPOC) in a meeting presided by City Mayor Eliordo U. Ogena and thereafter the board has also endorsed its 3 new members.
The council had elected Fe Lita Yparraguire, Marbel I Elementary School principal; Pastor Edmund B. Mascariño of Church of God Worldwide Mission International; and Atty. Benjie Espinosa of the Integrated Bar of the Philippines. Another member of PLEB includes the Association of Barangay Captains (ABC) President Gregorio Presga.
The said resolution was endorsed by the Department of Interior and Local Government (DILG) under R.A. 6975 stating that the PLEB shall be composed of any member of the Sangguniang Panlungsod chosen by his respective sanggunian; any barangay captain of the city or municipality chosen by the ABC; and three (3) other members who shall be chosen by the peace and order council from among the respected members of the community known for their probity and integrity.
The PLEB is the central receiving entity organized at the city and municipal level to provide citizens with the power to complain against erring law officers.
Apart from the election of the new PLEB members, Mayor Ogena also stressed the transfer of responsibility to respective barangays under their jurisdiction on the clearing of roads under the new memorandum circular 2019-167 from the DILG.
The local chief executive called out the barangay captains, councilors and staff as the primary unit responsible for the continued maintenance and sustainability of cleared roads.
Moreover, a failure to comply with the memorandum circular shall be subject to appropriate administrative and criminal sanctions.
