City DILG assists the city gov for road clearing 2.0
The City DILG is assisting the city government in complying with the directive of President Rodrigo Duterte to clear roads from illegal structures and constructions along the road right-of-way.
To assist in the implementation of Road Clearing Version 2.0 issued last February 7, 2020, the city government directed the officials of the 27 barangays to take charge in the clearing of local roads and sustain the gains of the road-clearing operations in their Area of Responsibility (AOR).
Based on Memorandum Circular 2020-027, part of the role of the Local Chief Executive is to formulate strategies for an improved and continuous road clearing operation. With the said authority, the barangay government focused in reclaiming local roads and giving it back to the people based on the guidelines set forth.
During the Talakayan sa City Hall press conference, City Local Government Operations Officer Jennifer Fernandez said that the purpose of downloading the implementation or road clearing to the barangay officials is for easy monitoring. On the other hand, when one of the media validated the report in one of cases of threat to a certain barangay captain while implementing the latter, Fernandez said that that the city government should discourage altercation between barangay officials and the affected owners. Meanwhile, Fernandez stressed that in the process of implementation, the implementers must follow a clear guideline through the issuance of advance notices taking into consideration the willingness of the owners to voluntarily remove or demolish the obstructions in a given period of time. In cases of resistance, Fernandez said that the composite team composed of Task Force Kaayusan, PNP, BFP, etc. will strictly enforce the law.
Further, Fernandez ensured the media that Malls will not be exempted and must abide and observe the guidelines on road obstruction and illegal parking.
Meanwhile, the barangay councils are also directed to submit a compliance report to City DILG pursuant to DILG Advisory dated January 8, 2020 and must regularly coordinate with the Local Chief Executive with regards to road clearing.
