PSA recognizes CCR’s extraordinary services
The Philippine Statistics Authority (PSA) recognized all Civil Registry Office who relentlessly perform their duties and provide exceptional service in light of the challenges COVID19 poses in providing public services.
On September 1-3, 2021 during the National Convention on Civil Registration and Vital Statistics (1NCCRVS) held via video conferencing, the City Civil Registry (CCR) Office of Koronadal was adjudged as 10th Placer in the Outstanding Local Registry Office 2020.
“The basis that a certain registry office will be awarded is the prompt submission of reports which is every 10th day of the following month. Here in South Cotabato, we agreed to submit every 5th of the following month. Timely submission to PSA is very essential. Just like with late registrations for example, they really need the document, especially those dealing with going abroad or applying for a job. In other words, the functions of the CCR are very essential when the future of a certain person relies on the document that they need to acquire from our office”, City Civil Registrar Perla Quidilla said in an interview.
The award was given to recognize the superior accomplishment and extraordinary services in the public interest and other personal efforts which contribute to the efficiency, economy and improvement in government operations which lead to organizational productivity.
The award giving body based its judgment on the document presented which measures the quality and timeliness of the report. Meanwhile, the performance of the CCR employees was assessed on the basis of their knowledge in their work, their interest in civil registry work, their cooperation, their ingenuity, their participation in meetings, conferences or similar encounters and other work performances.
Further, one of the parameters used is the PHILCRIS Data submission wherein timeliness is a priority. They also look into the quality or completeness in the encoded documents consistent with the submitted document. Further, the correctness on items encoded is also a big factor.
The evaluation team is also looking into the implementation of the BREQ outlet as a scheme in which the NSO authorizes a partner to receive request for NSO-issued copies and certifications of civil registry documents from the public.
On the other hand, one of the many basis of the evaluation is the CCR’s participation and support to CRVS decade related activities including conduct of mobile registration, conduct of “Kasalan ng Bayan” and Civil Registration information dissemination.
“We are currently working on the reconstruction of the entire birth certificate from the year the CCR was founded up to 1963. It should be remembered that the CCR office once burned down, so an inventory of the missing documents is necessary as the national office is asking for reconstruction. Meanwhile, Mayor Eliordo U. Ogena regularly officiated a “Kasalan sa City Hall” with a minimum of 5 and a maximum of 10 to meet the minimum health standard”, Quidilla said.
Moreover, the CCR is currently up to the challenge of reaching 95% of the population to register. Now they are focusing on Indigenous People (IP) in some barangays as many older people in the aforementioned areas have yet to be registered.
On the other hand, CCR Quidilla hopes to bring the next innovations to its office, such as building a more comfortable office and a gender-sensitive lounge area for people with disabilities on a budget of PhP372,456.00.
Meanwhile, at the end of the interview Quidilla said, “If we aim for first place in the outstanding local registry, we will really work for it. It’s the first time we’ve won the National Search. We were up from 49th to 5th in the region recently and were named the Most Improved CRR so this is a huge challenge to get to the top”.
