The CMCI is an annual ranking of the competitiveness of cities and municipalities based on five competitiveness pillars: Economic Dynamism, Government Efficiency, Infrastructure, Resiliency, and the new pillar – Innovation. The capacity of a Locality to build systems that can absorb change and disturbance and adapt to such changes is referred to as resilience in the CMCI standard.

It is broken down into ten indicators:

– The land use plan
– Disaster Risk Reduction Plan

– Annual Disaster Drill
– Early Warning System
– Budget for DRRMP
– Local Risk Assessments
– Emergency Infrastructures
– Utilities
– Employed Population
