SP KORONADAL APPROVES LGUs OSSP AFTER TWO DECADES

The long wait is finally over!   

For more than twenty long years after Koronadal became a component city, the city government of Koronadal has finally established an Organizational Structure and Staffing Pattern (OSSP) in various offices.

Through the initiative of the chairperson of the Committee on Civil Service, Employees Welfare, and Development, Councilor Ma. Ester M. Catorce, and with the full support of the rest of the Sangguniang Panlungsod (SP), Ordinance No.27, Series of 2022, entitled “An Ordinance Approving the Organizational Structure and Staffing Pattern of the City Environment and Natural Resources Office, the City Disaster Risk Reduction and Management Office, the City Social Welfare and Development Office, the City Health Office, the Office of the Building Official, the City Engineering Office, the City Civil Registry Office, and the City Mayor’s Office, in the City of Koronadal, South Cotabato”, was finally approved.

According to Catorce, through an exhaustive study and review of the City of Koronadal Organizational Management and Evaluation Team (CKOMET), they were able to come up with an OSSP that seeks to align the human resources of the offices in regard to their functions in order to be more effective and efficient in rendering their services to the constituents of the city.

Since the passage of the Local Government Code of 1991, which took place with the devolution of functions in programs and projects of some national agencies, the organizational structures of various offices in the local government unit (LGU) have not changed. 

With the passage of Republic Act No. 8803 known as an “Act converting the Municipality of Koronadal into a component city to be known as the City of Koronadal”, the designation of the City of Koronadal as the Regional Center of Southern Mindanao per Executive Order No. 429 and with the current enactment of the Mandanas-Garcia Ruling, which further devolved functions to the LGUs, these have posed a greater challenge of responsibility and accountability to our service providers. 

Based on the present structure, the city government is manned by only three hundred and seventy-eight (378) plantilla personnel and one hundred and thirty-two (132) casual employees. The bureaucratic set-up cannot anymore cope with the growing needs for a more adequate delivery of basic services to the people of the city. 

Despite the augmentation of one thousand four hundred fifty-eight (1,458) job order workers, though of significant help, the responsibility and accountability aspects could not be undermined. 

Thus, the committee firmly believes that it is just and proper to push through with such an initiative in the city government.

 In October of this year, out of the twenty-six (26) offices, the SP approved the OSSP for eight (8) offices.  A total of ninety (90) permanent positions and eleven (11) coterminous positions were created.  These include the following:

*City Environment and Natural Resources Office – 9 permanent positions

*City Disaster Risk Reduction and Management Office – 7 permanent positions

*City Social Welfare and Development Office – 9 permanent positions

*City Health Office – 17 permanent positions

*Office of the Building Official – 5 permanent positions

*City Engineering Office – 9 permanent positions

*City Civil Registry Office – 4 permanent positions

*City Mayor’s Office Divisions:

  • CMO-General Administrative Division

 3 permanent positions; 1 Coterminous position

  • CMO-Executive Services & Special Concerns Division

1 permanent position; 8 Coterminous positions

  • Business Permit, Licensing & Franchising

2 permanent positions

  • Traffic Management

2 permanent positions

  • City Nutrition

2 permanent positions

  • Bids and Awards Committee Secretariat

3 permanent positions

  • Civil Security

4 permanent positions

  • Internal Audit Services

2 permanent positions

  • Investment Promotion

Meanwhile, before this year ends, the august Body approved the opening of positions of seventeen (17) more offices of the city government by calendar year 2022-2023.  These includes the following offices:

*City Treasurer’s Office – 29 permanent positions

*City Accountant’s Office – 5 permanent positions

*City Agriculturist’s Office – 14 permanent positions

*City Legal Office – 5 permanent positions

*City Human Resource and Management Office – 6 permanent positions

*City Planning and Development Office – 7 permanent positions

*City Assessor’s Office – 6 permanent positions

*City Budget Office – 4 permanent positions

*City Architect’s Office – 4 permanent positions

*City Population Office – 4 permanent positions

*City Cooperative’s Office – 3 permanent positions

* City Tourism and Cultural Affairs Office – 4 permanent positions

*City General Services Office – 8 permanent positions

*City Administrator’s Office – 4 permanent positions

*City Information Office – 5 permanent positions

*City Veterinary Office – 2 permanent positions

*Sangguniang Panlungsod Office – 6 permanent positions

By reason of the foregoing organizational structures, a total of forty-one (41) positions from the offices of the City Treasurer, City Agriculture, City Legal, and City General Services shall be abolished upon vacancy.

With this welcome development, the department heads of the city government who have witnessed the approval of the said ordinances have expressed joy and are looking forward to a more effective and efficient department.  According to them, this is really a great help to the respective offices and indeed an early Christmas and New Year’s gift to them.
