LGU-Koronadal Recognizes Top-Performing Barangays
The City Government of Koronadal has awarded the top performing barangays in this year’s Barangay Purok and Sitio Empowerment Program (BPSEP) Awarding Ceremony held on November 28, at The Farm @ Carpenter Hill.
For the past three consecutive years, the awarding ceremony has been listed as one of the highlights of the Hinugyaw Festival, which is celebrated every January. However, for this year, after the conduct of the barangay and SK elections, the BPSEP Task Force and Secretariat decided to move the awarding ceremony to an earlier date to highlight the achievements of the barangay officials, particularly the outgoing officials, who have performed well during their incumbency.
Department of the Interior and Local Government (DILG) XII Regional Director Josephine C. Leysa was invited to be the program’s keynote speaker. In her speech, RD Leysa commended the BPSEP of the City of Koronadal, which, according to her, is an initiative that is worth replicating.
“I am truly inspired by this BPSEP of the city local government of Koronadal…. dapat ipalakbay-aral natin ang ibang munisipyo para makopya at ma-replicate na kasi naniniwala tayo para magkaroon ng Bagong Pilipinas dapat magkaroon muna ng Bagong Local Government Units at dapat pumunta ng Koronadal at mangopya”, Leysa said.
(Other municipalities should visit Koronadal and conduct benchmarking here to copy and replicate this program. I believe that in order for us to have “Bagong Pilipinas”; first, there must be “Bagong Local Government Units”.)
The DILG official also described the program of the city government as “one of its kind”.
“Looking at the core assessment areas and its criteria, I can say, na hindi basta-basta ang BPSEP (BPSEP is not just an ordinary kind of program). It demands strong leadership and passionate community work with everyone involved.”
On the other hand, City Mayor Eliordo U. Ogena said that BPSEP was not only established to empower the barangay, puroks, and sitio leaders, but it could also be an avenue to discover future leaders of the city and of the province.
“The BPSEP has become an instrument or a vehicle for discovering upcoming leaders of the city. Kung ikaw ang Purok Chairman diyan o purok official ka, pero awardee ka, bolunterismo lang yan, walang suweldo ka, hindi ba potential na maging leader ka ng lungsod o ng probinsiya?” Ogena said.
(If you are a purok chairman or purok official but an awardee by just volunteering, and you are not receiving any salary, isn’t it that you have the potential to become a leader of the city or the province?)
Meanwhile, re-elected Punong Barangays John Manaay of Barangay Caloocan, and Mema Joquino of Barangay Concepcion, who both retained their respective posts as the Hall of Fame Awardee and the 1st Placer for Best Performing Barangay under the urban category, expressed their gratitude towards their constituents and assured that they will continue to strive harder and carry on with what they have achieved.
Outgoing Punong Barangays Jerry Marmonejo of Barangay Rotonda and Lloyd Gabutin, on the other hand, have both obtained the major awards as 1st placer for the Best Performing Barangay under the rural category and 2nd placer for the Best Performing Barangay under the urban category, respectively.
During his speech, Marmonejo became emotional, recalling how the BPSEP has benefited Barangay Rotonda and how he managed to bring their barangay from scratch to the top. With this, he challenged his successor to continue what he had already started.
“Ang Barangay, [Purok and Sitio] Empowerment Program sang siyudad sang Koronadal nga gintukod sang aton halangdon nga mayor, Atty. Eliordo Bebot Ogena, daku gid ang nabulig sa Barangay Rotonda since nga ako nagpungko as a punong barangay. So, gina-challenge ko sa bag-o nga administrasyon nga dapat ang akon naumpisahan padayunon man ninyo kag indi man siguro kamo maghinulsol sa akon nga administrasyon daku ang ginbilin ko nga para ang barangay rotonda ma-improve sa 2024….Kung makaya labawan niyo pa ang akon nga trabaho.”, Marmonejo stated.

Eliordo Bebot Ogena, has greatly helped Barangay Rotonda since I became the barangay captain. So, I am challenging the new administration to continue what I have started as I have left a great legacy for Barangay Rotonda….. It would be much better if you could do more than what I have done.)
Punong Barangay Lloyd Gabutin of Barangay San Isidro, on the other hand, thanked his constituents for their unwavering support. He also stated that he is willing to serve and support the mayor’s program, despite the fact that he no longer holds any position in the barangay.
“As an outgoing punong barangay, handa lang gihapon kami nga magasuporta sa programs sang aton nga mayor kay ina nga program daku gid nga bulig sa amon barangay plus nagahatag pa sang additional incentives, additional nga prize, para makabulig sa barangay, para maging working barangay ang Barangay San Isidro.”, Gabutin said.
(As the outgoing barangay captain, I am willing to support the programs of our mayor, the program which has greatly helped our barangay. With the incentives, additional prizes, we received, it was such a big help to the barangay, a working Barangay San Isidro.)

Finally, for those who have not received any award, Mayor Ogena has this to say, “Although, some are doing better than the others, many others are catching up. And so, I am encouraging the rest to take this on as a challenge, do not be disheartened because each year is a chance to turn things around”, Ogena said.
