BPSEP Task Force Approves Rating Adjustments of Evaluation Matrix
The Barangay Purok and Sitio Empowerment Program (BPSEP) Task Force has approved significant adjustments in the rating of the program’s evaluation matrix during the conduct of its urgent meeting on April 24, 2024, at the BAC Conference Hall, City of Koronadal.
The adjustment was realized following the addition of Core Area 7, a section focusing on Local Legislation and Records Management, to the BPSEP Evaluation indicators. The new core area falls under the scope of city’s legislative department which highlights its importance to the general structure of the program.
For almost five years of program implementation, the BPSEP Task Force and the Secretariat have applied the following core areas and ratings to evaluate the 27 barangays:
Core Area 1: Barangay Clean, Green, and Beautification Initiatives: 27%
Core Area 2: Community Mobilization/Participation: 18%
Core Area 3: Lighting of Streets in Public Places and Flood Control: 15%
Core Area 4: Financial Management: 17%
Core Area 5: Health and Nutrition Program: 16%
Core Area 6: Disaster Risk Reduction Management: 7%
Secretary to the Sanggunian Marites D. Togonon proposed that a strategic redistribution of rating percentages should be considered after the introduction of a new Core Area in the program.
“Kung titingnan mo ang Core [Area] 7, pinilit ng Sanggunian na ipasok ang legislation it’s because if you want empowerment and sustainability, kailangan naka-legislate. Kahit sino ang uupo sa barangay, pagnaka-legislate po yong lahat ng mga programs, mapa-Purok o Barangay, para maging sustainable, dapat naka-ordinance yan siya. So, ni-review ko yong Core Areas 1 to 6, may component na…may hinihingi siya na legislations, so dapat diyan yan sa Core 7.”
“So, I think para sa Core Area 7 na maka-compete sa other core areas, it should be not less than 15%. Kung ang title natin is Barangay Purok and Sitio Empowerment, paano natin masasabing empowered yong barangay, kung yong mismo ang Sangguniang Barangay hindi nakakapasa ng mga kinakailangan na legislation for the program?”, Togonon explained.
In response, City Mayor Eliordo U. Ogena, the BPSEP Chairperson, together with the members of the Task Force, conformed to Secretary Togonon’s proposition to allot a reasonable percentage rating for Core Area 7, which will come from the three other existing core areas, the Core Areas 1, 2, and 3.
After a thorough deliberation, the chief executive and the members of the task force have finally resolved to apportion a 12% rating to the newly created core area. Hence, Core Area 1 now falls at 23%, 15% for Core Area 2, and 10% for Core Area 3.
Despite the changes in the other core areas, the rating for Core Area 4, which focuses on the Financial Management aspect of the program, retained its previous 17% rating, while the ratings for the Health and Nutrition Program and the Disaster Risk Reduction Management stayed at 16% and 7%, respectively.
