SP-Koronadal Approves Landmark Local Economic Enterprise Code

After months of thorough deliberation, the Sangguniang Panlungsod (SP) of Koronadal approved the Local Economic Enterprise (LEE) Code on its third and final reading during its recent regular session.
The SP Committee on Commerce, Trade, and Industry, through its Committee Chairperson Councilor Charene Kristelle Jumilla-Pama, together with Vice Chairperson Sharmaigne Arianne M. Sala, and committee members Councilors John Rey P. Rodriguez, Bernado Hinay, and Francis Ross S. Dideles, championed the passage of the ordinance, highlighting its potential to revitalize the city’s economy.
This landmark legislation establishes a comprehensive framework for managing and developing the city’s key economic resources. It introduces new policies and procedures for the efficient management, administration, and monitoring of several crucial city enterprises. These include the Central Supermarket Complex, Satellite Market, Night Market, Slaughterhouse, Integrated Transport Terminal Complex, and Memorial Parks which aim to optimize operations and ensure these enterprises contribute to the city’s economic growth.
Based on the Code, the CEEDO and its Head of Office, which was created through Ordinance No. 1, s. 2016, shall supervise the LEEs and responsible for the design, set up, operation, and management of the LEEs following feasibility study and a detailed business plan which ensures the LEE operates under the basic principle of financial self-sufficiency via cost recovery.
Councilor Jumilla-Pama expressed her sincere gratitude to all city officials, employees, resource persons, who have contributed to the creation and approval of the Code. Their participation in the conduct of the committee meetings, public hearings, and SP-Question Hour sessions was instrumental in expediting the process. The collaborative efforts of the city government and the stakeholders underscore the city’s commitment to transparency and inclusive governance.
In his State of the City Address, City Mayor Eliordo U. Ogena, likewise acknowledged the significant contributions of the SP by enacting this landmark ordinance. He highlighted that this legislative measure will effectively put a stop particularly in the practice of sub-rentals in the public market; thus, strengthening the sales and improving the economic prospects of the market vendors.
“Dahil sa landmark ordinance na LEE Code ng SP, mas pinalakas pa natin ang mga pampublikong merkado upang maiwasan ang sub-rentals at pagbebenta ng mga puwesto lalong lalo na sa merkado, para sa patas at maayos na paghahanapbuhay ng ating mga vendors”, Mayor Ogena said.
