LGU Kor re-implements skeletal workforce

Due to the ongoing outbreak of coronavirus disease 2019 (COVID-19), which has affected some city hall employees, including Mayor Eliordo Ogena, the LGU-Koronadal has re-implemented skeletal workforce beginning this week, in order to safeguard employees’ health while they are actively working.

While 50% of the city employees are on Work-From-Home (WFH)/Alternative Work Arrangement (AWA), the city government ensures that its basic services to the public  are not jeopardized. Activities that do not necessitate large gatherings will also continue.

To prevent abuse of such a scheme, Human Resource Management Office (HRMO) has issued guidelines based on Civil Service (CS) memorandum circular that includes requirements that must be strictly adhere by the employees.

The following parameters must be followed by the jobholders who are on WFH/AWA schedule:

  • Must have workloads to carry out for the duration of the WFH/AWA period;
  • Considered on call, hence, required to be personally present to the office if presence is needed; and
  • Prohibited from doing activities such as going to malls, spent away from home in travel or recreation and other personal activities outside their homes during office hours from 8 am – 5 pm.

Nonetheless, employees reporting to the office should adhere to the minimum health protocols not only when interacting with clients but also with co-workers.

Furthermore, each office is advised to ensure regular sanitation of office premises, including desks occupied before and after work, and to ensure implementation of such guidance, each office shall have a designated safety officer who will monitor and remind peers whenever it is forgotten.

Employees who have direct contact with a confirmed COVID-19 positive or have symptoms must isolate themselves and immediately notify the City Health Office (CHO) for proper health status determination to prevent the spread of virus contamination.

To ensure that a worker is fit to return to work after completing the quarantine period, a certificate from CHO must be secured and must be presented to CHRMO upon resumption of work.

The regular office hours at City Hall will resume on May 24, 2021.
