BEP continues despite the pandemic
In the midst of the pandemic, the Barangay Empowerment Program (BEP) 2021 was carried out with the aim of assuming duties and responsibilities in maintaining the orderliness and cleanliness while promoting good governance in the barangay.
This time around, the team continues to judge only the top 1 in the barangay, and this district will be the finalist for the “Best Performing Barangay”.
“Hindi kita basta-basta maka-conduct sang dali-dali nga evaluation kay basi kita may mga ginabatyag nga basi maka-apekto man sa iban kag same man didto sa lugar nga i-evaluate ta”. said by John Derick Mejia, Livestock Inspector II, when asked about the challenges he faced as an evaluator in this new normal.
The main point of the evaluation is centered on improving the physical aspect of the barangays.
“This is the first and last evaluation for this year, pero sustainability ang talaksan sini kag dapat may imagination na sila kung ano ang matabo, kung ano ang ibutang o himu-on sa ila barangay”, Mayor Eliordo Ogena said in one of his message in the second year of the said program.
Evaluators want to see the improvements of all barangays since the last assessment.
“Well mas nagtaas ang ratings nila compared sa last year nga evaluation, mas lesser na gagamit sang non eco-friendly beautification, now they are more into sustainable solutions sa landscaping. They said that it was really a challenge for them maghulag because of pandemic pero makita mo ang resilience sang mga katawhan, even may setback gapangita gid pamaagi nga take action gid”. Architect Jopert Subaldo, one of the evaluators said when asked about his observation in this year’s evaluation.
Meanwhile, these are the core areas and/or the basis for winning the “Best Performing Purok/Barangay”.
- Core Area 1: Brgy. Clean, Green and Beautification Initiatives = 27%
- Core Area 2: Community Mobilization/Participation = 18%
- Core Area 3: Lighting of Streets and Public Places and Flood Control = 15%
- Core Area 4: Financial Management = 17%
- Core Area 5: Health and Nutrition Program = 16%
- Core Area 6: Disaster Risk Reduction Management = 7%
TOTAL =100%
Among the areas, the Core Area 1 has the highest in terms of rating a certain purok, since the goal for the barangay is to achieve a clean, green, and beautifully landscaped purok and barangay as a whole.

“Nagdagdag tayo ng Special/Minor Awards para naman ma-motivate pa ang mga barangay at lalo nilang pagbutihan ang kanilang trabaho. hindi lang tatlo (3) kundi lima (5) na nga awards”, City Planning and Development Officer Agnes Daguro said while pointing to some innovations they implemented this year 2021.
The BEP is one of Mayor Ogena’s Brainchild Program that is in its second year of implementation with the aim of encouraging barangays to develop and beautify their community.
