LGU collaborates with BGU San Jose for Regional Evacuation Center custody

The Memorandum of Agreement (MOA) between the Koronadal local government and the San Jose Barangay government unit, represented by City Mayor Atty. Eliordo Ogena and Barangay Captain Danilo Simtim discussed the barangay’s roles and responsibilities in nurturing the Regional Evacuation Center, which was officially signed on March 24, 2023 at the City Mayor’s Office.

“Matagal ko nang hinangad na maisayos at maibigay ang kontrol sa barangay ang gusali, bukod pa dito maaari pang maggamit o pagdausan ng mga opisyal na mga aktibidad’, City Mayor Atty. Eliordo Ogena stated his agreement with the memorandum.

The LGU recognizes the vital role of the barangay government unit especially the facility is in the barangay premises.

The Memorandum of Agreement covers the implementation, operation and maintenance of the Evacuation Center in Barangay San Jose, City of Koronadal.

Meanwhile, Captain Simtim gladly accepted the responsibility and assured to look after and preserve the building.

The City Government, in general, is in charge of the operation and management of the center. While the Barangay has the following roles and functions;

  • Ensure the availability of security personnel to immediately respond to threats and abuses through its BPATS;
  • Take charge of the proper waste management of the center;
  • Monitor, prepare and submit written report to the CDDRMO for any matter or situation regarded as unwelcome or harmful and need to be dealt with;
  • Submit electrical and water bills to the CDDRMO;
  • Use the center for free in any barangay-related activities/ official functions as long as:
  • BLGU San Jose has secured a written approval from LGU Koronadal prior to the activity;
  • The request for the usage shall be coursed through the CDDRMO and CGSO and shall be approved by the City Mayor;
  •  Inform the CDDRMO and CGSO  of the use of the center in any barangay-related activities/ official functions
  • BLGU San Jose, in the event if an emergency or crisis, and the use of the center is imminent, shall immediately halt/cease its on-going activities.
  • Ensure cleanliness and orderliness of the center;
  • Monitor the functionality of the facilities of the center especially before and after usage of the center.
  • Recommend to LGU Koronadal the usage of the center in case of non-barangay related activities or private events.

Furthermore, the special provision of the said MOP will cover the usage of the center during emergency or crisis situations, barangay-related activities such as but not limited to General Assemblies, Barangay Sports-related activities, Senior Citizen-related activities, fiesta-related activities and other activities such as private events like weddings, reunion and other similar activities.

Apart from barangay San Jose, other offices involved in building maintenance are the City Disaster Risk & Reduction Management Office (CDRRMO), which manages the overall operation, the City Social Welfare & Development Office (CSWDO), which will provide technical assistance and resource augmentation on the management of the evacuation center during emergencies/calamities, and the City Health Office (CHO), which ensures the availability of basic drugs, medicines, medical supplies, and health services. Further, the City General Services Office (CGSO) will oversee the proper maintenance and inventory of the evacuation center’s facilities. While the City Environment and Natural Resources Office (CENRO) will oversee proper waste management implementation.

The relationship between the local government and the barangay will be strengthened as a result, allowing the evacuation center to be properly managed.
