SP tackles 3 ordinances in the consultation dialogue

The Sangguniang Panlungsod (SP) Committee on Transportation, Energy Conservation and Communication and the Committee on Public Order, Security and Traffic Management Group conducted a consultation dialogue with stakeholders to tackle on the three proposed ordinances

A stakeholder dialogue was held at Rizal Park, this city and was attended by people from the academe, business sectors and barangay officials. Three proposed regulations were discussed, such as (1) “An Ordinance providing for the speed limits of all kinds of all motors vehicles within the territorial jurisdiction of the City of Koronadal , providing for the violation thereof, collection of road crash data and appropriating funds for this purpose”; (2) “Requesting for the passage of an ordinance regulating, clearing and banning illegal constructions and obstructions in public roads and other places in the City of Koronadal and for other purposes “and (3) “An Ordinance Adopting the Tricycle Route Plan, Regulating the Outermost Lanes of the National Highways within the City of Koronadal, Providing Policies an Guidelines for its Implementation as well as Penalties in Violation thereof and for Other Purposes”

The first proposed regulation applies to all types of motorized vehicles driven within or through the City of Koronadal, as well as their drivers and owners, and provides for the speed limit on all roads within the city, which is 30 km / h for every motorized vehicles. Speed ​​limits are detected by speed guns and speed cameras were violation will be based. For the first offense 4-hour road safety seminar will be mandated , 4-hour road safety seminar and 3-hour community service for second offense  while impoundment of motor vehicles and imprisonment of not less than 30 days, at the discretion of the court for the third and subsequent offenses shall be complied. A certificate of compliance with the road safety seminar and or community is  required before the offender is allowed to pay the corresponding fine and retrieve his license back.

On the other hand, the second proposed ordinance will be implemented on all public roads and public places in the City of Koronadal and, unless otherwise ppermitted by the City Government of Koronadal,, all obstructions along public roads and places are hereby presumed and declared to be disruptive and be summarily abated without need of judicial proceedings, subject to the guidelines and procedures wherein the Local Chief Executive and the concerned barangays are hereby authorized to implement this Ordinance

The third proposed Ordinance will be known as the City of Koronadal Tricycle Route Plan. All tricycles, private or for-hire, within the territorial jurisdiction of the City of Koronadal may use portions of the outermost lanes of the national highways with the maximum speed of 40 kilometers per hour and is therefore not allowed to cross, make a turn- left and u- turn except on the designated intersection areas/ streets/ roads for crossing and turn- left. The Ordinance designated three (3) areas bespeak of the latter and nine (9) tricycle routes within the vicinity of the city. The wanton travelling beyond the outermost lanes of national highways such as overtaking and passing, moving side, behind or ahead of 4-wheeled vehicles along and continuously is prohibited.

As mandated by the Department of Interior and Local Government Memorandum Circular No. 2020-036 dated February 17, 2020, the Tricycle Route Plan is only valid only for two (2) years from its issuance. Therefore, the construction of necessary infrastructure such as local roads or overpass must be included in priority plans of the city, which shall serve as an alternative route for tricycles and pedicabs whose route will be affected by the prohibition.

The consultation dialogue was carried out successfully with optimal presence and large interactive public participation.
